how do you port forward in a public place? i want to get utorrent going from an internet cafe or the library but have no admin access.

also how does one track down why xp pro freezes for about 20 seconds intermittently. can it be sp3 or java or some other upgrade? i tried to remove sp3 via the uninstall but system ID still says the OS is xpsp3.
